The national building materials standard stipulates the strength of cement at the time of shipment, and its indicator is the surplus coefficient. The strength of cement in actual use must not be less than 1, that is, the surplus coefficient is 1.00. The strength of cement at the time of shipment must be greater than 1 (because the cement grade will decrease during storage), and the surplus coefficient is specified by the national building materials standard.
