Focusing on Clean Energy, Building a High-Latitude Million-Kilowatt PV Innovation Base



  The Anda City 500MW grid-parity PV power generation project is an important carrier for further implementing the Group's "2035 First-Class Strategy" and promoting the strategic breakthrough in the Heilongjiang region, fully reflecting the branch's strategic direction of focusing on clean energy development. At the same time, it also lays a solid foundation for the branch to build a "High-Latitude Million-Kilowatt PV Innovation Base".



  The project is located in Shengping Town and Changde Town, Anda City, Heilongjiang Province, covering a total area of over 20,000 mu, all of which are state-owned unused saline-alkali land. On May 20, 2019, the project was officially included in the national "First Batch of Grid-Parity Wind and PV Power Generation Projects in 2019". The Heilongjiang Branch attached great importance, planned meticulously, and implemented rapidly, completing the establishment of the project department, milestone node plans, and other preliminary work, and actively organized the start of construction to promote project progress. At the same time, the project's various work also received strong support and assistance from the Group, and the Group's centralized procurement bidding for PV modules was completed in a timely manner, providing a strong guarantee for the project schedule; Deputy Director Wang Haiming of the Group's Water and New Energy Department personally visited the project site for guidance, fully affirming the branch's efforts to build a "High-Latitude Million-Kilowatt Grid-Parity PV Innovation Base" relying on Heilongjiang Province's abundant wind and solar resources, providing new ideas for the early layout of the second phase of the project.



  Goal-Oriented, Overcoming Difficulties, Achieving the "1230" Full-Capacity Grid-Connection Target



  Tight schedule and heavy tasks have always been prominent features of PV project construction, and during the construction of the Anda City 500MW grid-parity PV power generation project, setbacks were encountered repeatedly.



  The first challenge the project faced was a heavy rainstorm. In the early stages of construction in July and August, due to continuous heavy rain in the Anda area, with precipitation even breaking the 50-year record, the originally barren saline-alkali land turned into a vast swamp, causing great difficulties for the project construction. In particular, among the more than 40 kilometers of transmission lines, some tower foundations were located in low-lying areas with water depths reaching 2 meters. Facing these construction difficulties, Wang Guoli, Secretary of the Party Committee and General Manager of the Heilongjiang Branch, personally led a team to the site to supervise the work, conducting practical research on one hand and making rapid decisions and deployments on the other. Faced with the tight schedule, they adopted a goal-oriented approach, urged the project department to formulate special construction plans, and actively organized implementation, fully overcoming the adverse effects of water accumulation and completing the set tasks ahead of the time schedule.



  The second challenge the project faced was the supply schedule of PV modules. As is well known, modules are the main equipment of PV projects, and their supply schedule directly affects whether the project can be connected to the grid at full capacity on time. Since the construction of domestic PV projects is mostly arranged in the second half of the year, and affected by insufficient supply of module raw materials and increased costs, PV module manufacturers generally face greater supply pressure. In response to this difficulty, the project department actively communicated with manufacturers, formulated a reverse supply plan, and dispatched dedicated personnel to stay at the factories to closely monitor production and delivery, providing a strong guarantee for on-site construction.



  Phase I Project Enters Sprint Stage, Phase II Project Planned in Advance



  At present, the construction of the Anda City 500MW grid-parity PV power generation project has fully entered the sprint stage. It is planned to be connected to the grid on December 10 and achieve full-capacity power generation before December 30. At that time, it will become one of the first projects to achieve full-capacity grid connection among the "First Batch of Grid-Parity Wind and PV Power Generation Projects in 2019", fully demonstrating the "Longjiang Speed" of project construction.



  At the same time, on the basis of fully utilizing the completed Phase I transmission lines and booster station, the Heilongjiang Branch has begun to carry out the layout and planning work for the Anda (Phase II) 500MW grid-parity PV power generation project in advance. It aims to truly build a "High-Latitude Million-Kilowatt Grid-Parity PV Innovation Base" with demonstration effects within Heilongjiang Province, providing an empirical base for technological innovation in the PV field while also fully fulfilling the specialized and regional functions assigned by the Group, fulfilling the responsibility of guarding the territory.



  The Anda City 500MW grid-parity PV power generation project is a concrete action by the Heilongjiang Branch to adhere to the direction of clean energy development and continuously expand the scale of the enterprise. It is the fertile soil for the branch to build a "High-Latitude Million-Kilowatt Grid-Parity PV Innovation Base", providing an empirical base for PV technology innovation and application. It will also inevitably become an important driving force for the Group's PV industry innovation, contributing to the comprehensive realization of the "2035 First-Class Strategy".
