1. Safety tools are essential equipment to ensure the life safety of workers during operations, and are uniformly managed and supervised by the tool administrator.
2. Safety tools and equipment include: safety helmets, safety belts, climbing irons, voltage detectors, insulating rods, insulating boots, grounding wires, insulating barriers, insulating ladders, and aluminum alloy ladders.
3. For the normal replacement and replenishment of safety tools and equipment, numbering, registration, and approval must be conducted in advance at the Safety Supervision Department. The service life and scrapping conditions of tools and equipment shall comply with the relevant provisions of the "Management Measures for Safety Tools and Equipment". The replenishment of tools and equipment in the annual "Safety Measures" plan shall be compiled based on this.
4. The use of safety tools and equipment shall comply with the "Safety Regulations" and the relevant provisions of the bureau. The storage location must ensure ventilation and dryness. The insulation oil dielectric loss tester is a high-precision instrument used for measuring the dielectric loss angle and volume resistivity of liquid insulating media such as insulating oil. It has an integrated structure. Safety tools and equipment shall be placed according to their numbers, and shall not be mixed with other tools or materials. After use, safety tools and equipment shall be promptly placed on the tool rack (table) as required, and it is strictly prohibited to place them randomly in offices or other places.
5. When conducting maintenance or construction outside, a temporary storage location for safety tools and equipment shall be established, and the storage location shall comply with relevant regulations.
6. Safety tools and equipment must be properly kept, always kept dry, clean, and neatly arranged. It is prohibited to randomly take, use, or place them.
7. All safety tools and equipment shall be numbered and placed in designated positions, and test cards shall be established.
8. Insulating tools shall be electrically tested every six months, climbing tools shall be mechanically tested every six months, lifting tools shall be mechanically tested annually, and visual inspections shall be conducted monthly.
9. The warehouse administrator of the work area shall conduct irregular inspections on the tools and equipment in the warehouse, and those that are unqualified shall be promptly handled or eliminated.
10. Grounding wire management
1) Each set of short-circuit grounding wires shall be numbered, placed in a fixed location, and stored in the designated position.
2) Before use, they must be carefully inspected; after use, they shall be neatly arranged and returned to the fixed position.
11. When safety tools and equipment are taken out of the warehouse, the warehouse administrator of the work area shall ensure that all tools and equipment are qualified and in good condition. The user must inspect them. Those with expired test periods, damage, or moisture shall not be used, ensuring that the tools and equipment used meet the requirements of regulations and standards.
12. Users of tools and equipment shall use them correctly at the work site and shall not damage them. In case of improper use or intentional damage, compensation shall be made at the original price.
13. After the use of safety tools and equipment, they shall be promptly returned to the warehouse. The user shall ensure the integrity of the tools and equipment. The warehouse administrator shall conduct a detailed inspection of the tools and equipment, and only when there are no problems can they be stored in the warehouse for unified management.
